What to audit, document, and change before August 2026. Current as of June 2026 — covers Balearic Law 8/2019, Regulation (EU) 2025/40 (PPWR), and CPNP under (EC) No 1223/2009.

Recyclable material type alone is not PPWR-compliant. A small HDPE bottle that cannot be sorted in practice fails the standard. Packaging must demonstrate a verifiable collection-to-processing pathway — or a documented reuse cycle.

Fine tiers: Minor €200–€3,000 · Serious €3,001–€30,000 · Very serious to €150,000. Missing Circularity Plan or CPNP documentation typically falls in the serious range. A documented transition plan in progress is a formally recognised mitigating factor under Decree-Law 3/2022.

06 Three Frameworks · One Bathroom
Now · 2019 Balearic Law 8/2019 — single-use plastic amenities prohibited. In force for six years.
