EU market entry · Brands outside the EU

Sell to EU customers, properly.

For skincare, hair, body and soap brands based in the UK, the US, Australia, Switzerland, Korea or anywhere outside the EU. We prepare your products for the EU market and coordinate your EU Responsible Person.

01 · What the EU requires

Four things before the first sale.

Responsible Person

Someone established in the EU

Every cosmetic sold in the EU needs a Responsible Person established in the EU, named with an address on the label. A UK, US or other non-EU address does not qualify.

Safety report

A signed safety assessment

Each product needs a cosmetic product safety report. Part B is signed by a qualified safety assessor.

Product file

Kept for ten years

The Responsible Person keeps a product information file for each product, for ten years after the last batch is placed on the market.

Notification and label

Before the first sale

Each product is notified on the EU Cosmetic Products Notification Portal, and the label carries the required information in the language of each country where it is sold.

02 · Who does what

One EU contact. An independent signature.

Your Responsible Person

Established in the EU

We coordinate Responsible Person arrangements with established EU providers. Our founder, based in Spain, can also accept appointments directly once the necessary registration, insurance, operating procedures and product-specific checks are in place. Either way: an EU name and address on your labels, product information files kept for ten years, notifications, and a contact for EU authorities. One Responsible Person covers every EU country plus Norway, Iceland and Liechtenstein.

Your safety assessor

Qualified and independent

Part B of every safety report is signed by an independent safety assessor qualified under Article 10 of the EU Cosmetics Regulation. We prepare the file; we never sign the assessment ourselves.

Already have a Responsible Person? We can still check your labels, formulas and files before you launch.

03 · Why brands pause EU sales

Find the real barrier first.

Common barriers are below. Sometimes the main obstacle is shipping, customs or cost instead. We identify the problem first, then recommend the next step.

Responsible PersonWithout one, a product cannot be notified or legally sold in the EU.
LabelOnly a UK or US address on the pack, or required information missing in the local language.
FormulaAn ingredient that is restricted or not allowed in the EU. Better found before you pay for a safety report.
Online shopOnline offers to EU consumers must show the manufacturer and the EU responsible person on the product listing.
PackagingThe EU packaging regulation generally applies from 12 August 2026, with some obligations phased in later, alongside national producer registration duties.
04 · How it works

From your files to the EU shelf.

Timing depends on how complete your files are. We confirm it in writing once we have seen them.

01

Check

You send your product list, formulas and labels. Our first answer is a preliminary list of what looks missing for the EU, based on what you send: not a safety assessment, an approval or a full file review.

02

Files and safety reports

We screen every ingredient and assemble the product information file and Part A. An independent, qualified assessor signs Part B.

03

Labels and notification

We prepare EU label text for your designer and review the final artwork against the agreed requirements. Each product is notified before it is placed on the EU market.

04

On sale, and after

Your Responsible Person stays your EU contact: files kept, questions from authorities answered, labels reviewed when a formula changes.

05 · The rules, plainly

Where it is written.

Responsible Person, safety, file, notification

The EU Cosmetics Regulation sets the Responsible Person (Article 4), the safety report (Article 10), the product information file (Article 11), notification (Article 13) and labelling (Article 19). It also applies in Norway, Iceland and Liechtenstein. Regulation (EC) No 1223/2009.

Selling online

Online offers to EU consumers must show the manufacturer and, for manufacturers outside the EU, the responsible person in the EU, with postal and email addresses. Regulation (EU) 2023/988, Article 19.

Labels in Spain

Nominal content, durability date, precautions and function must appear in Spanish on cosmetics sold to consumers in Spain. Other countries have their own language rules. Royal Decree 85/2018.

Packaging

The Packaging and Packaging Waste Regulation generally applies from 12 August 2026, with some obligations phased in later. National producer registration and extended producer responsibility rules may also apply, depending on the market. Regulation (EU) 2025/40.
