What applies to a hotel.
From 1 January 2030, single use toiletry packaging in accommodation, meant for one booking and discarded before the next guest, is restricted. The examples include shampoo and lotion bottles and wrappers around bar soap. There is no size threshold and it is not limited to plastic. Commission guidelines with more examples and any exemptions are due by 12 February 2027. Regulation (EU) 2025/40.
The general packaging obligations, including labelling, have applied since 12 August 2026 to all packaging, refills and retail included. Regulation (EU) 2025/40.

Since 2022, the Balearic tourism law has not allowed tourist accommodation to put single use bath amenities out for guests, except on an individual request with reusable, recyclable, biodegradable or compostable packaging. Law 8/2019 also bans products containing microplastics. Law 8/2012, Article 102 (BOE).
